State of Delaware: DEThrives for Pregnancy / Postpartum Resources
President Biden signed the nearly $1.9 trillion dollar American Rescue Plan Act to provide COVID-19 relief to Americans. On December 1, 2021 Governor John Carney and Lieutenant Governor Bethany Hall-Long created a community-based mental health service fund. This funding supports the delivery of mental health services in Delaware communities. From this grant opportunity, Josie's Grace was created to address the amplified mental distress in the perinatal dyad. Josie's Grace elevates the public health and hope of our communities by providing early access and free programming during the fourth trimester. Funding will provide a location and nursing care to new mothers experiencing high stress. This trauma-informed and psychiatric nurse practitioner-developed curriculum is maternal and infant mental health focused.
After the initially funded year, the plan to establish a non-profit for sustainability in our community has begun to shape.
Update: That Parent Place 501c3 attained exempt status as of December 2023.

Anne earned her Masters of Science in Psychiatric Mental Health Nursing at the University of Delaware and has been practicing in Delaware as a nurse in pediatrics, preconception health, behavioral health and psychiatry for over 20 years. Anne is the President of Perinatal Prana LLC, a community-based maternal and infant mental health company that was established post-pandemic early 2022. Josie's Grace is an ARPA grant-funded program with the potential to develop into more extensive programming based on outcomes and feedback of the women and infants it will serve of Delaware.
This psychiatric mental health nurse practitioner (PMHNP) developed curriculum focuses on prevention and early support with social and therapeutic interventions centered around holistic and behavioral health nursing. Our goal is for mamas to leave feeling physically and emotionally nourished so they experience optimized maternal mental health and function. Maternal mental health will be monitored throughout the program. Referrals to formal therapy and psychiatry may be appropriately recommended resumed and/or started in conjunction with Josie's Grace Program.
